Even after 45 weeks of notifying 1889 posts of PAAs, JKSSB yet to release final selection list.
JAMMU, June 19: Making mockery of its own fast track recruitment rules under which the posts should be filled within 45 days of its notification, Government of Jammu and Kashmir has failed to release final selection list of 1889 posts of Panchayat Accounts Assistants (PAAs) even after 45 weeks.
Jammu and Kashmir Service Selection Board (JKSSB) had advertised 1889 posts of Panchayat Accounts Assistants on July 6, 2020 under fast-track recruitment policy and as per Government Order Number 373 F of 2019 dated 27-06-2019, the JKSSB was mandated to complete the recruitment on these posts in stipulated time frame of 45 days but even after 45 weeks of issue of recruitment notification, the aspirants of these posts are waiting for final selection list.
According to the reports, a total of 1.92 lakh candidates from all over J&K had applied for these 1889 posts of PAAs and around 1.64 lakh candidates appeared in the written examination which was conducted in November 10, 2020 to fill these posts. On December 25, 2020, the result of the written examination was declared and the provisional selection list was declared on January 4 this year.
Thereafter, from January 8-24 verification of documents of the selected candidates were conducted but in the meantime, a notification was issued by the JKSSB revealing that document verification of documents of Persons with Disabilities (PwD) and Ex-Serviceman (ESM) candidates will be conducted from 25-28 January, and that too successfully conducted in stipulated time.
In the month of February, again a notification was issued by JKSSB stating that documents-verification of left out candidates will be conducted from February 8-9. That too successfully conducted and now, the candidates were hoping that the final selection list will come out soon but again a fresh notification was issued wherein it was stated that medical examination of PwD candidates will be conducted from March 29-30.
However, the final list was not released even after medical examination and later it came out that there were some issues regarding 1% reservation of PwD candidates and the JKSSB was waiting for the order of Social Welfare Department in this connection. On April 15, the JKSSB received the requisite order from the Social Welfare Department but thereafter JKSSB issued another notification while stating that some PwD candidates from Srinagar whose medical examination could not be conducted due to COVID and other issues will be conducted between April 25 and 26..
Now, though the medical examination of the left out candidates of Srinagar has also been conducted but the JKSSB is yet to release the final selection list and the selected candidates have no clue when this wait will end.
Talking to Excelsior, Manoj Raj, a candidate who had figured in provisional selection list, said, “The JKSSB had to fill these posts within 45 days but it is unfortunate that even after 45 weeks of notifying these posts, the recruitment agency has failed to complete the recruitment on these posts”.
Another candidate, Akash said, “What type of fast-recruitment is this. The delay of few days or even one or two month can be understood during pandemic but now almost one year is about to complete since the notification was issued and the agency is yet to complete the recruitment.” The Lt Governor should intervene and pass strict instructions to JKSSB to release the final selection list without any delay as future of many unemployed educated are on stake, he added.
Meanwhile, an official of JKSSB on the condition of anonymity told Excelsior that the delay in completion of recruitment of various categories of posts is due to reservation rules on which there is no clarity after conversion of J&K State into two Union Territories. He said that the Board is waiting for clarification on the issue from Law Department which will be received hopefully within a week and thereafter, the pending selection lists will be released on priority.
